Quick answer: as of 17 October 2026, we could not find an official announcement that CMAAA 3.0 registration is open. The Assam Government has reported progress only on CMAAA 1.0 and 2.0. Many websites claim “CMAAA 3.0 apply online” with a last date, but none we checked pointed to an official notification. Until the government announces it, do not pay anyone, and do not share your documents on unofficial sites.
Last checked: 17 October 2026. We update this page the day an official notice appears.
If you are a young person in Assam who wants to start a business, the Chief Minister’s Atmanirbhar Asom Abhiyan (CMAAA) is probably the scheme you keep hearing about. This guide explains what is confirmed, what is not, who qualified in the earlier rounds, and what you can prepare now so you are ready when the next round is announced.
What Is CMAAA (Atmanirbhar Asom Abhiyan)?
The Chief Minister’s Atmanirbhar Asom Abhijan is a self-employment scheme of the Government of Assam, run by the Department of Industries, Commerce and Public Enterprises. It was launched on 23 September 2023 to help unemployed youth start their own businesses, so that, in the government’s words, they become “job creators rather than job seekers.”
According to the Assam Government’s scheme page, the original plan was to give financial assistance of ₹2 lakh to ₹5 lakh to 2 lakh eligible youth, across areas such as farming, horticulture, livestock, fisheries, small manufacturing and trade.
| Detail | Information |
|---|---|
| Scheme | Chief Minister’s Atmanirbhar Asom Abhijan (CMAAA) |

| Launched | 23 September 2023 |
| Official portal | cmaaa.assam.gov.in |

| Structure | Part grant and part interest-free loan |
| CMAAA 3.0 official status | No official announcement found |
CMAAA 3.0 Official Status: Is Registration Open?
We looked for a government notification, a press release or an official portal notice for CMAAA 3.0. We did not find one. What we did find is a government progress report from July 2026 that covers only the first two phases.
- CMAAA 1.0: 25,277 beneficiaries received first-tranche support. About 12,976 of them had also received the second tranche, an interest-free loan based on performance and eligibility.
- CMAAA 2.0: 74,694 beneficiaries received first-tranche assistance. This group included 344 Operation Black Board teachers, who each received one-time assistance of ₹2 lakh.
- Total: 99,971 beneficiaries across both phases.
That report does not mention a 3.0 round, a start date or a last date. So when a website says “CMAAA 3.0 registration last date is…” without linking an official order, treat it as unverified. A scheme version is real only when the government announces it, with rules and dates.
CMAAA Eligibility (Rules From the Earlier Rounds)
These are the conditions published by the Assam Government for the original rounds. A future round may change the age limit, the cut-off dates or the education rules, so use this as a guide to what officials have asked for, not as the final rule for 3.0.
| Condition | Original requirement |
|---|---|
| Residence | Permanent resident of Assam |
| Age (as of 1 April 2023) | 28 to 40 years (General). 28 to 43 years (SC / ST / OBC) |
| Education | Matriculation for General category. Class 10 for SC / ST / OBC. Graduates, ITI, polytechnic and technical diploma holders also covered |
| Bank account | Opened before 31 December 2023 |
| Loans | No outstanding loan from a bank |
| Family | Only one member per family |
| Employment Exchange | Registration required |
Because the cut-off dates were fixed for the earlier round, you may need to check again whether the same dates apply to any new round. Wait for the official notice before assuming you qualify or do not qualify. You can also try our CMAAA Eligibility Checker for a quick self-check, but it is only an indication.
How Much Money Does CMAAA Give?
- ₹2 lakh for selected beneficiaries who are graduates, ITI or polytechnic holders, technical diploma holders, or matriculation pass-outs.
- ₹5 lakh for selected beneficiaries with professional degrees such as engineering, medicine or agriculture.
Under the scheme page, half the amount was meant to be financial assistance (a grant) and half an interest-free government loan. In practice, the progress report shows payment in tranches: the first tranche is assistance, and a second tranche as an interest-free loan is released based on performance and eligibility. In CMAAA 2.0, 75% of the approved first-tranche amount was released first, and the remaining 25% was to follow after the mandatory Entrepreneurship Development Programme (EDP) training.
How to Apply for CMAAA Online (When Registration Opens)
When the government opens a new round, applications are expected to go through the official portal. These are the usual steps:
- Open the official portal: cmaaa.assam.gov.in. Type the address yourself or use the link on the Assam Government’s website. Do not use links from social media or ads.
- Register with your name, mobile number and Aadhaar details as the form asks.
- Fill in the application: personal details, education, category, bank account and the business activity you plan to start.
- Upload your documents in the format and size the portal asks for.
- Submit and save the application number and a screenshot.
- Wait for verification. Selection is done by the authorities after checking eligibility. Selected applicants are called for the next stage.
The exact screens and fields can change in each round, so follow what the portal shows on the day. If the portal is not accepting applications, that means registration is not open.
Documents You Should Keep Ready
The official list is published with each round. Based on the eligibility rules above, it is sensible to keep these ready:
- Aadhaar card
- Proof of permanent residence in Assam
- Education certificates (matriculation, graduation, diploma or professional degree)
- Caste certificate, if you apply under SC / ST / OBC
- Bank passbook or account details
- Employment Exchange registration
- Passport-size photograph
- A simple plan for the business you want to start
What Happens After Selection
Selection is only the start. In CMAAA 2.0, beneficiaries had to attend Entrepreneurship Development Programme (EDP) training, and part of the first-tranche amount was released only after that training. Officials have also said they want beneficiaries to use bank credit schemes such as PMEGP, PMFME and PM MUDRA, because the grant alone is not enough to run a business for the long term. So plan your business with some cost and cash-flow thinking from day one.
How to Avoid CMAAA Fake Websites and Scams
- The only official portal is cmaaa.assam.gov.in. Many look-alike sites use names like “CMAAA 3.0 registration” with a countdown timer and a “last date”.
- There is no fee to apply. Do not pay an agent, a cyber cafe “registration charge” for selection, or a “guarantee” fee.
- Never share your OTP, Aadhaar OTP or bank PIN with anyone who promises selection.
- Check any date or rule against the Assam Government or Industries Department announcement before you act on it.
Frequently Asked Questions
Is CMAAA 3.0 registration open now?
We could not find an official announcement of CMAAA 3.0 or its registration as of 17 October 2026. The government’s latest progress report (July 2026) covers only CMAAA 1.0 and 2.0. Check cmaaa.assam.gov.in for the current status.
What is the last date for CMAAA 3.0?
There is no official last date because no official round has been announced. Be careful with websites that show a fixed last date without linking a government notification.
What is the eligibility for CMAAA?
In the original rounds, applicants had to be permanent residents of Assam, aged 28 to 40 (General) or 28 to 43 (SC / ST / OBC) as of 1 April 2023, with at least a matriculation pass, no outstanding bank loan, one applicant per family and Employment Exchange registration. A new round may change these rules.
How much money will I get under CMAAA?
₹2 lakh for general applicants and ₹5 lakh for professional degree holders, as per the scheme page. The money was meant to be partly grant and partly interest-free loan, and it is paid in tranches.
Is the CMAAA money a loan or a grant?
Both. Half was described as financial assistance and half as an interest-free government loan. The second tranche is released based on performance and eligibility.
Do I need to do training?
In CMAAA 2.0, yes. The Entrepreneurship Development Programme (EDP) training was mandatory, and 25% of the first-tranche amount was released after it.
Can two members of one family apply?
No. In the original rules, only one member per family was eligible.
Do I have to pay to apply for CMAAA?
No. There is no fee to apply or to be selected. Do not pay any agent or website.
Which is the official CMAAA website?
cmaaa.assam.gov.in. Orunodoi.info is an independent information website and is not connected with the Government of Assam.
Conclusion
CMAAA is a real and large scheme, with nearly one lakh beneficiaries in its first two phases. But “CMAAA 3.0 apply online” is a claim you should check, not trust. For now, keep your documents ready, sort out your bank account and Employment Exchange registration, think about the business you would run, and wait for an official announcement before you register anywhere.
